I want to clarify something I said yesterday. In my 40 years in public life, I have always complied with a lawful order and in my eight years as VP, my office — unlike Donald Trump and Mike Pence — cooperated with legitimate congressional oversight requests.
But I am just not going to pretend that there is any legal basis for Republican subpoenas for my testimony in the impeachment trial. That is the point I was making yesterday and I reiterate: this impeachment is about Trump’s conduct, not mine.
The subpoenas should go to witnesses with testimony to offer to Trump’s shaking down the Ukraine government — they should go to the White House.
Ever thought that his actions were a result of yours? That would indeed make a strong legal basis for a subpoena...
Except his actions were actually the result of false conspiracy theories fed him by Guiliani, et al. Plus a fundamental misunderstanding of govt.

"The Senate shall have the sole power to try impeachment". Seems like the Constitution gives that subpoena the legal basis you're looking for, Joe. Weird a former senator wouldn't know that.
But it isn’t Biden that is being impeached.
Biden wasn’t on the call or in the room when Trump tried to extort a foreign government so he has no testimony to give on the issue at hand.
He can’t be convicted at someone else’s trial.
