The data is there. There is an offender category as well. Of course it follows. Most crime, especially violent-crime is mostly within the same race for all groups. Thats why having a higher offender rate leads to a higher victim rate.

I actually did, first I posted a quote how blks are offenders 2.3 times as often as theyre victims, then I linked the entire report which you didnt even open. If the same overrepresentation is found both in arrests/convictions AND victimization surveys, its likely real.
