Exactly! They are 13% of the population and they account for almost have the robbery’s and murders in the country. Until we stop making excuses the good people in those neighborhoods are held hostage by the racism of low expectations.

Wrong, the same proportions are also found in the National Criminal Victimization Survey that doesnt rely on arrests or convictions, but instead asks people themselves about who victimized them. Sorry, its not just about arrests, they indeed do commit a lot more theft.
