Don’t most living things have a conscious? Doesn’t seem like it’s rare.

Most animals do not recognize themselves in mirrors or pictures. And are not capable of even more complex abstraction and planning.
Good thinking. Secret services created a very advanced technological mindcontrol in 2008, and they studied quite a bit about animal behavior. Many members commented, that its not too intelligent what they say. Still, knowing that doesnt make pet worse.
