Did *45 notify Congress that the aid was delayed and WHY? No. He did not. They ONLY reason the aid was released was b/c he got caught shaking down Ukraine.

And that is just ONE of the violations of his oath & constitution since it states he can only delay, or stop congressionally appointed funds with LEGAL & WRITTEN notification to Congress. And he can't do it for self interest or gain.

My understanding is there was an expiration on the funding, and that Trump came awfully close to that expiration and used it as his cudgel for compliance.
