(Full disclosure I didn’t cover many protests this summer but the couple I did were peaceful and had many, many police on hand. Frankly there were more cops, including lines of mounted officers, in Times Square on NYE.)

The DC mayor cannot call out the National Guard, and the capitol police force has limited numbers.

Metro DC has very small number of officers: ~3,841 NYPD = ~36,000 So, for large-scale protests, MPD very often borrows personnel. (MD, VA). They have protocols for sharing personnel/equipment etc. Doesn't appear this happened for today.

I think that has more to to do with the fact that the first protest in the city in May. A group of 80 cops got over run by 2k protestors who tried to storm the Barclay Center and the 88 Pct triggering a mobilization not seen since 9/11.
