Probably. But per Art 1, Sec 8 of the Constitution - Congress LITERALLY spends new US dollars into existence. They can choose to end homelessness at any time - if they wanted to. There is no shortage of $.
Oh, I know. But I'd say this is one instance where we should actually replace one type of spending with another for our own wellbeing.
