What percentage of police budgets, on average, do military weapons and training constitute? How about we take that away before we talk about more money?
It actually costs them very little. It's transferred from the military and police departments typically just pay for the delivery costs. I understand the economic dynamics of the transfers. I refer to the valuation of the materiel transferred. The materiel has a cost to produce, and that it is "used" doesn't obviate that cost. The transfer is not "free".

I could give you a tank for free. Someone has to train you to use it and someone buys gas and oil and pays for maintenance and storage and ammunition and target practice. I don't think they have a bake sale to pay for those aspects.
