If you are suggesting a payment to homeowners and renters, how is that a moratorium on collecting rent? That would be unfairly asking landlords to subsidize what should be a government cost.
Relief doesn't mean payment. Moratorium means renters & mortgage holders to owe nothing. It's an agreement to hit pause so that a health crisis doesn't turn into a financial & housing crisis. It isn't a replacement for longterm housing policy, but it will protect people now.

I’m a renter, and I don’t follow the logic here. You want landlords and banks to agree to allow renters and homeowners to not pay anything for a period of time for nothing in return? Why would they ever agree to that? Sorry but this seems like a poorly thought out plan.

Why not offer to pay landlords or banks a subsidized rate? That way people stay in their houses and banks and landlords aren’t left holding the bag.
