It is more effective and less costly to give people relief directly. Creating a rewards system for "good" landlords requires an administrative system of rules, tracking, and verification we don't have in place and would be wasteful to create.

If you are suggesting a payment to homeowners and renters, how is that a moratorium on collecting rent? That would be unfairly asking landlords to subsidize what should be a government cost.

Relief doesn't mean payment. Moratorium means renters & mortgage holders to owe nothing. It's an agreement to hit pause so that a health crisis doesn't turn into a financial & housing crisis. It isn't a replacement for longterm housing policy, but it will protect people now.
