Perhaps, because Brazil has been friendly and safe home for many former Nazis who fled Europe shortly after the war. Including the worse war criminals. And they have lived there peacefully there after with their families.

As a very pro Israel person, a child of Holocaust survivors.. to be fair when he said "we can forgive" I don't think he meant to say forgive the Nazis I think he meant to say forgive Germany as Israel as does as Israel has political relations and trade with Germany.
