As stated many times you have to consider how an opcode is used in combination with other existing or future opcodes. To say that CTV is “safe” in a vacuum as a standalone opcode is only a small part of the story. It may be or it may not but that is just the beginning.

What's your steelman of the encumbrance argument? It seems to me that there are already a bunch of lost coins that are effectively maximally encumbered, so I can't imagine that OP_CTV could have much of an impact on top of that.

Unfortunately, these people will eventually turn Bitcoin into a truly “boomer coin”… If Taproot needs so much additional work without any real immediate benefits for avg users, why was it activated? And how is that an excuse for no other soft forks in the short term?

Taproot work in bitcoin core is done, work must be in another areas. And one thing is that CTV has lots of work appart from bitcoin core done yet, Sapio is a wonderful language/environment to develop smart contracts and useful since CTV is deployed.
