I think that is basically what we're seeing, in absence of functional govt. Local police is viewed as a party controlled by local property owners. Local police killed a black man disproportionately. Retribution is sought.
Justice is costly and ugly. I hope our law enforcement and judicial system can recover to serve these communities such that our society can function without direct violence and action. But if you want to understand why what's happening is happening you need to empathize.

I’m never going to empathize with criminals. I’ll empathize with the family that lost the man to police violence. Not with looters getting TVs. I’ll leave that to you.

Empathize does not mean sympathize. If you refuse to understand why they act as they do how can you hope to help the violence stopping?
