Very doubtful since it would prevent the U.S. getting the new missiles like the hypersonic and they want the new long range missiles against China.
Putin claims to be concerned that the vertical launchers used for ABMs in eastern Europe are also capable of launching Tomahawk cruise missiles. This is technically possible, as they were derived from a naval system. An inspections protocol could help mitigate this concern.
