Let me understand. It was Pence's Constitutional duty to reject the the States' certifications. But Congress proposed bills on voting violate the Constitutional protection of the States' right to establish voting laws? How about the 15th and 19th amendments?

Or Article I, section 4 of the constitution: "Section 4 The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations... "
