If the 6 state legislatures fail to fulfill their constitutional obligation, what are the repercussions? Can they be legally held accountable?

They have no recourse here. They decided on popular vote as method for choosing electors and their role is finished. The vote was completed and no fraud has been found by over 60 judges- mostly Republicans and Trump appointees.
