I don't think it's a scam. It seems that this is targeted for developers who have a client app that uses the youtube API to access account information (ex. Socialblade).
And they are just asking for a (not your) username and password so that they can access the client maybe for testing and evaluation purposes of how their API is being used and check if it is being done correctly and there is no misuse of the information.
That's why it days demo account, it can be a fake one just so they can test which info is being accessed through their API and how it is being used.
