Here's the simple explanation. Colluding with enemies is illegal just as stealing something is illegal. But there is no "stealing something" law just as there is no "colluding" law. The relevant laws in both cases are known by their specific legal terms: theft and conspiracy.

No Mops - w respect. Conspiracy is so not collusion. Collusion covers multiple crimes. Eg espionage. That’s not conspiracy, it’s espionage. The memo says did X commit “a crime or crimes” - by definition not just conspiracy, then - plural - “by colluding”.

Interesting. Learned something with that. So there is a clear legal/functional separation then clearly. I was in the former camp :S. But Im not an expert in parsing law. Lesson learned.

“Collusion” is not a specific crime but it is illegal (as
@mopshell says of stealing). It covers many and varied crimes. Hacking, leaking FISA warrants and emails, taking bribes - all collusion related crimes here -
And “collusion” is a legal term as Rosenstein and Mueller have just proved by using it in this memo :)

I agree. I also think the key phrase - "Committed a crime or crimes by colluding" - implies focusing on already defined criminal acts committed during or as a result of collusion, not that collusion itself should be considered a criminal act.
