.@PlayRuneterra had four different seasonal tournaments this weekend across their server shards.
There was one deck present in 3 of the lineups, but otherwise every other deck the winners played was different!
RT has the best balance team of any card game I've played to date.

Is this because it’s still fairly new and card pool is limited? Or do they create a healthier and more balanced experience?

Part of it is definitely as you mentioned with the balance team. I think the format also encourages diversity in decks because even when there is deck that is very good, you have to bring 2 other decks that can also win.

Disagree with the format having a big impact on the diversity. The ladder is single deck and similarly diverse.
