It's always safe practice when getting these calls to hang up, and call back the office at their official number to follow up.

This message works for us - they usually hang up at "telemarketer." "You've reached (NAME). If I don't recognize your number, I won't answer the phone. Telemarketers will waste their time with me/us. All others, please leave a message, I'll/we'll call you back. Thank you!"

As another commentator pointed out, millenials just do not answer unknown phone numbers. This is the result of "do not pick up" and "hang up immediately" in response to scams: you can't reliably use the telephone services you pay for. I expect better. Get to work.
