On the surface, it seems to me, that pulling out of a treaty is less effective than penalizing Russia when they violate the treaty. Unless the point is to give Russia free reins?

The INF needs renegotiated. It's definitions are dusty and I do not agree with the US view that a drone is not an "unmanned, self-propelled vehicle that sustains flight through the use of aerodynamic lift over most of its flight path". UAVs just weren't a concept back then.
