Zero threat??? It took a massive toll on life and limb, on property, on rule of law and on our reputation globally. What kind of man would say this, and what kind of people would follow him.

What he meant was: he has zero concern for the life, rights or wellbeing of any person & he liked watching terrorists he radicalized attack an electoral democracy he loathes & wishes to end. He is confessing, again, his hatred for & knowing attack on democracy.
