They're gonna start saving some money when they do open heart surgeries on infants without anaesthesia.

I'd bet that's why they still do it without anaesthesia. Appropriate anaesthesia for such a surgery would require pretty intense care, and that costs money. Quite a lot when you're looking at forking out for 3000 infants a day.

And yes, they can justify risking anaesthesia when the need is urgent enough. Such as for open heart surgery. But the same surgeon who will risk it for heart surgery won't risk it for a circumcision.
