A few votes like that may effect a local election but it better be a small or tiny town. The closest presidential election was in the 1960's when Nixon faced Kennedy and it was within a margin of 270 votes across multiple states. We may have that again in 2020.

The closest election by popular vote was the 1880 presidential election (margin: 1898). The closest presidential election, when accounted for the electoral college, was 2000, with the election being decided by 537 votes in Florida. The 1960 election was close, but not THAT close.
