By renewing the productive-apparatus with new “green” constant capital, reshuffling the cards in favor of capital against labor (raising the threshold for the capacity of capital to squeeze increased value from the labor-force)
It's a big stimulus plan: direct govt spending on inputs and labor. Reserve army of unemployed disappears and the labor market functions on a zero unemployment basis. That's the diametric opposite of a transfer from labor to capital, what the hell are you talking about.
