In my years covering incel bullshit, I've had so many men, telling me they couldn't bear to read about them, on account of how horrifying they are. I have not had any women say this to me. This is significant.

How do they get this way and what as a society can we do about it?

For one, I think the ones that are literally sitting around talking about how to get away with things like serial rape should be being tracked by law enforcement. For another, we need to look at the way our culture promotes the idea that men are "entitled" to women.

It's definitely not limited to the US. And the violence is worse in countries that have less gender equality, it just isn't talked about as much. Or if it is talked about (in western countries) it is used in a way to discriminate against other races/ethnicities.

BR here. I've seen this "incel culture" around here, but they usually keep it to the chans or BR red pill forums. They also mix it with white supremacist bullshit (here in BR we have a "particular" type). They definitely feed on foreign sites. Almost the same rhetoric and all.
