Yes the Council has these powers but isn't yet using them. They could tackle quite a range of issues and can apply to businesses as well

I get a lot of complaints about people but and selling and relating cars on pavements. Good for that.

go for it James. Hough Shaw rd has cars parked on pavements. Police dont do anything. Fireworks often in Well Head at night
