Because a human at UMG didn't make the claim; it's just automated that any portion of a song they have rights to will automatically create a claim.

Regardless of that, how is it fair for the one who filed the claim to be the one to review the appeal? Are they suddenly going to change their minds? An actual person at YOUTUBE should be the one to review appeals. Period.
