Did you have the idea for shadow Lugia completely, or were you told to design a Pokémon called “Shadow Lugia”? Did anyone give you guidelines or specific requirements? Were you told to design any shadow Pokémon or shadow legendary Pokémon and chose Lugia? What’s his/your story?
The story team decided on Shadow Lugia (not sure why they chose Lugia), the art director Mr Hiromoto drew sketches, and I brought it together, deciding the colours and making the final design.

I always figured because it was one of the last unavailable Pokémon in Gen 3 (if you don’t count special events etc)

Or Shadow Lugia would be the complete opposite of Ho-Oh in being a pure good pokemon

I always figured it was because iirc Ho-Oh was available in Colosseum so they did Lugia to complete the duo
