If he's a plant then he's genetically identical like a clone? Kind of what Strawberry plants do? He's his son but also an identical clone twin? Hence also not having groots memories?

A cutting from a Cortland apple tree, if grafted onto a Red Delicious tree will bear...Cortland apples. It is genetically identical to the source tree. So yes, technically Baby Groot would be a clone but that doesn’t mean same entity.
