They've actually known this for awhile and call it "psychological safety." Thus the first line of my memo: "Google’s political bias has equated the freedom from offense with psychological safety, but shaming into silence is the antithesis of psychological safety."

Which means they *can* say controversial things without getting shamed, punished, kicked out - or having to fear that. If you can't make controversial statements, it's not a "safe" environment.
