when people say diversity initiatives subvert meritocracy, is this not just a sly way to imply that minorities are less likely to be qualified??

No, there’s many arguments against quota based diversity policies (e.g., stigmatizing and hurting those meant to be helped, increasing tensions, reducing applications, being discriminatory and arbitrary). That's the aspect of "diversity initiatives" that are most often attacked though. They're also quite common in academia and big corporations. I actually talk about the pros/cons of the other aspects of diversity initiatives in the article though.
