Its a twisted use of the law. I would imagine its for times of shootouts (Like in Bonnie and Clyde stuff) and not for a jaywalker who is having a mental issue.
Pigs kicked in a Comrade of mines door for weed, shot and killed his partner -- now he's doing life because the warrant was for his weed sells. These laws apply under all circumstance
