The measure should not be how much given away, but how much mil/billionaires choose to keep for themselves. As you say, a drop in the bucket, leaving obscene wealth untouched.
If a billionaire gives away 10 million dollars to the needy, it's not the same as a person that had $500 and gave away $200/$300 to the needy. 10 million dollars for a billionaire is chump (pocket) change for dog food
