It's the logic. Point systems are set up that the younger you are, you are added up on points. Women prisoners classification systems are set up differently reference point systems on age and past infraction history. The idea there is that men are more prone to violence
You have a bunch of young man-childs that are not really aggressive, could even be first time in, being housed with other men that have been conditioned into aggressive patterns. Since that man-child is imprisoned at the highr level, he will not have access to helpful services

You have droves of men that were young when they came inside now exiting prisons with no marketable job skills. Simply because their time has been spent in a "cycle" at a higher security prison where there is 'zero next to none' services that prepare a person for release
