the point about state systems is valid of course. The other one is not.
Example of states issue: The biggest complaints from those convicted of so-called violent charges is 85%. The fed gov was able to incentive (funding) states to accept truth in sentencing. If you remove that by incentive with a counter measure, it would make a major difference

totally agree. He does address things that would put pressure on the states. I'm just saying that it is important that folks understand the limits of the federal system as well as what it can do (incentivize, pull grants... which his plan does recognize)

we do know though, that because the system is based on oppression, that some of the most ruthless states will continue to go against stuff he outlines even if it means loss of funding. Because of their sadistic mindsets.
