totally agree. He does address things that would put pressure on the states. I'm just saying that it is important that folks understand the limits of the federal system as well as what it can do (incentivize, pull grants... which his plan does recognize)

we do know though, that because the system is based on oppression, that some of the most ruthless states will continue to go against stuff he outlines even if it means loss of funding. Because of their sadistic mindsets.
