Prisoncrats and reformers changed and normalized the usage of the words "inmate" and "correctional facility" over "prisoner" and "prison" long ago. Those words left ppl thinking prisoners were now being taken care of in the best of circumstances #psychologicalwarfare
"Offender" is synonymous with "inmate". Such language crippled other definitive words of substance like "Political Prisoners"

"Offender" should only be applied to those who have actually committed an offence. It is not at all euphemistic like "inmate" can be. The presumption of innocence ought to prevail until the offence is proven in a court of law.
