his argument is that other legislation was much more to blame for mass incarceration and all the other problems (including racial disparity), still an awful piece of legislation either way
Of course all other previous legislations matter. Each increased. Each wanted to be tougher. I personally get that. But to minimize the crime bill is another travesty to truth to power

yeah, his arguments are a bit more specific and evidence-based, and based on the data he isn't wrong (the argument isn't that they got tougher it is that the 94 bill had less impact), but again these aren't mutually exclusive in my mind, I still hate the 94 crime bill
