Well, I think the serious folks say other bills were more central to the problem that the 94 crime bill (not that it wasn't about race or that race isn't central to Mass Incarceration). My answer is that the 94 crime bill still was awful for a number of other reasons either way
Race has always been central. No doubt about it

it is at the root of what created the system and as I have often said, you would have to be willfully blind to walk into a jail or prison in the United States and not immediately see the racial disparity
