I can see this, and also think that discussion about the rise of "mass incarceration" (simply meaning the quantity of people locked up) can help people understand open their eyes to deeper problems with the whole system...

That may have been good in the beginning, but today this word is a monster devouring us. It's counterproductive. The people are ready for aggressive direct language today without sugarcoat. We saw this in the recent prison strike.
