    The Vote Leave government - and now the whole 'culture war' schtick - is built upon promises to protect people from enemies & problems that are either non-existent or massively exaggerated. Their complete failure to protect us from huge, real, fatal problems seems not to matter.

    It's not clear to me how you resolve this problem. What we dignify with the description 'constitution' isn't much more than an unenforceable agreement to abide by the rules of cricket. And if you decide you want to bowl bodyline there's not really anything to stop you.

    It's not that dissimilar to awarding huge public contracts to Party donors and associates. Yes, it's a disgraceful abuse of public money. But nevertheless businesses that want huge public contracts will learn they need to donate to the Tory party and employ current/ex Tory MPs.

    A senior staffer recently told victims at a Windrush engagement event that compensation is wildly delayed (and has to be squeezed like blood from stone when it does come) because has to be careful, what with it being taxpayer money.

    2) But more likely explanation (since it fits into clear & established pattern)? Johnson only ever signed Protocol to “get Brexit done” with no real grasp of its implications / sincere intention of implementing it in good faith, so HMG simply places little value on own compliance
