@YouTube every time I'm in full screen mode in the YouTube app on a galaxy note 9 the overlay does not go away it just sits there with the pause button and the video Progress bar how do I fix it so when I tap it goes away.

That's odd. Have you tried uninstalling and reinstalling the app updates to see if that makes a difference? Here's how: Open the Settings app > Tap Apps > Tap the YouTube app > Tap ⋮ > Tap Uninstall Updates. Also, lets make sure, you're running the latest OS. Keep us posted.
