I think I’ve got it, but for some reason I can’t get the twenty four hour clock to work. 0 is at the top and it’s numbered clockwise up to 23, right?

Hmm I definitely could have worded it better (was hard to fit into one tweet because it's very contrived) but I was referring to 24 hour clocks that start at 0/12 and go to 11/23, instead of 1 to 12.
I should have probably said something like military time vs. standard time?

Maybe... a twenty-four-hour clock sounds like a clock with twenty-four tic marks. But yeah, I think I got the answer. What a good puzzle!
