        Unless it becomes an insurrection. Carried to the extreme civil war 2.0. I don’t think this is anywhere near that. But the Army made the peace in 1968/69. I don’t know if the Governors asked.

        The National Guard is under the states authority.. not the federal authority unless that particular state authorizes it. That is why the army couldn't go to New Orleans after Katrina.. the governor didn't OK it until 5 days later.
