Yes, but they can still flip over, and if you are going over 50 mph it doesn't matter how much padding there is on the seats.

Interesting, I'm moving to Texas in 3 days. I had no idea I would have to wear seatbelts on buses. Then again I don't really take the bus. I suppose my five kids will have to tell me all about riding the bus with seat belts.
