Every time I hear this I think of Star Trek II: The Wrath of Khan. Kirk tells Spock twice to do everything “by the book” to let him know he was speaking in code.

Watched Star Trek: The Wrath of Khan last night... in the movie Jim and Spock both use the term “by the book” to signify they were relaying a different message than what they were actually saying

Are there other examples where Ambassador Rice used the phrase “by the book” in other emails, letters, or correspondence?

It was another “insurance” policy by the left to steer people into thinking it was on the up & up! It’s all smoke & mirrors!
