The orders have already gone out to the relevant IC commands, including INSCOM. Now FBI's access will only be granted on a per-incident basis if matter is not directly related to terrorism or a criminal activity under active investigation

Probably more the FBI being caught abusing its access too many times. Remember before they were caught with deficient FISA warrants they had already been busted disregarding minimization procedures regarding Sec 702 data.

This is separating power. Unifying the intel agencies and FBI into a vast leviathan was a massive mistake post 9/11.
