The airplanes and the airways already exists even if the companies go out of business.
Airline infrastructure is in place. Your Green New Deal like proposal will be difficult to fund from the public purse.
Rail is extremely expensive and except for distances up to a few hundred miles its uneconomical compared to air travel. One aircraft with flight crew will make more trips and carry more passengers in one day than a train will at far less capital and infrastructure investment.

The airlines should recover. Airfares will not remain the same, but they never do. They're quite fluid as it is. But airlines WON'T recover if the government puts its heavy boot on the scales. I'll take Mach 0.8+ in the sky, thanks!
Oil is cheap. Strongest airlines will consolidate. Trains would not fare any better under travel restrictions.
