There is only one rational reason for the Captain to send the letter. He informed his superiors of the situation and was basically told to “shut up and color.”

...or he didn't and thought this would be more expedient, and get more attention. look for interviews and book deals in the near future.

He by-passed the Strike Force Commander, the Admiral right on board the TR with him, and sent his email open sourced, with it ending up on the San Francisco Chronicle. I’m surprised he was just dismissed and not arrested.

The problem is that he leaked the letter.

He still freaking leaked it to the press, Jack. A commanding officer should NEVER do that. If he wasn't happy with what was happening, then he could have contacted his Commander in Chief, not leak it to the effing press.
