Firefighter here. As you are making plans on how to extinguish a blaze you initially over-request resources, and when you get the upper hand you start planning how to release resources. One emergency doesn't mean their won't be other, unrelated ones.

I agree, we have to be on guard against the” binary choice” group of people. They are either dogmatic or intellectually lazy not realizing complex issues are multi factorial in nature and require an in-depth cost benefit analysis always subject to modifications.
